Letter due to an £1.8 M Black hole

This letter is due to two Staple Tye Councillors being also responsible for running this town.
Are we going to have service cuts?
Are we going to have less money to do things in Staple Tye due to this error?

Dear Sir



As a Harlow Councillor I am still in shock at the news that our Labour-Liberal Democrat Administration has managed to run up a £1.8 million deficit in their 2007/8 budget without realising it.



Last Thursday the Joint Leaders of the Council took a bloody nose for the fact that this should have been known long ago and residents could be facing cuts in services.



Labour’s previous Leader, Councillor Kevin Brooks, was right to say he had grave concerns that the Budget Working Group had not met for a year.



From out of the mouth of one of their own most prominent members comes proof that this administration has been negligent. It must be a bitter consolation for Councillor Brooks to leave us in January knowing that he has been proved right, but in doing so he has condemned his own side.



Yet what did we hear from his colleagues he leaves to lead us? Their new leader, Councillor Durcan, was heard to say, “I’m bored,” while forced to listen to his shortcomings at the Council meeting last Thursday. Then he too refused an apology to Harlow’s residents and taxpayers, just as his Liberal Democrat partners had refused to apologise over the closure of Harlow Pool.



Well, just as Conservatives had to apologise for the Pool closure, I am prepared to do what Councillor Durcan finds himself unable to do, and apologise to our residents and taxpayers for this series of disasters once again enveloping the tragedy that is Harlow Council.



Apart from that, all I can say to residents is what Conservatives in Harlow have been saying for the last ten years, the answer is in your hands, and will be again at the ballot boxes next May.

Letter to the press

Dear Sir,



I was Present at last Tuesday’s Environment & Community Committee and was sad at the news regarding Harlow Pool.



I was 10 before I learnt to swim and spent hours in Harlow Pool playing catch-up to my classmates. I was lucky to have friends in Harlow Swimming Club, who helped me with this important aspect of life.



My thoughts are with those now in the situation I was 26 years ago and how this could affect their lives. If no alternative provision can be found, how many 8 and 9 year olds could arrive at secondary school without basic swimming skills? So I was pleased to see the Conservative amendment got the support it deserved and officers will be looking to find a partner to contract the supply of this service for all who want it, at other pools nearby, with transport included, at the same price as a swim at Harlow Pool.



I also want to know how we got to this situation in the first place. There has obviously been a lack of investment, but what surprised me was that both joint leaders have been conspicuous by their absence on this issue, both in person and in press comment.



Only recently you could not keep them quiet about the Council’s rise from poor to good, but sadly luckily the auditors just missed out on the three stories that have now hit the headlines. First the Playhouse budget fiasco, followed by the pool farce, and now the budget crisis. There is a familiar smell of decay about Harlow’s Liberal-Labour Administration that reminds me of the whiff around the Labour Government as it spirals from blunder to blunder in its inevitable demise.



I am glad the Council’s Conservative group also forced through the creation of a working party to find out how and why this service got into the state it has and make sure this never happens again.

**** LATEST ON MAUNDS HATCH ***********

This was an email I received from Harlow Council on Maunds Hatch

We hope to be able to move the Maunds Hatch project ahead in the next few weeks.

As you are aware following the meeting with Councillors, GPCA and officers, an advert was placed by the Community Engagement Team in the local press inviting expressions of interest from local groups to provide the role of prime occupier and sub-tenant. Unfortunately only four very outline responses were received. These are all presently being contacted to obtain more details about their proposals.

As previously agreed, the next stage is to involve the community in considering the responses received and identify a clear way forward. To this effect all local stakeholders involved in earlier discussions relating to this project will receive a letter this week requesting that they register their interest in forming a Stakeholders’ Group to progress this project to completion. We have made it clear in the letter that no specific qualifications are needed to take part in this.

I anticipate the first meeting of this group will take place during December, (Councillors, GPCA and relevant officers will be invited) whereupon a clear project plan can hopefully be agreed.

We shall see what happens???????//

Cage and Light at Longbanks

After doing my regular walks with Essex police we had a good look at the cage at Longbanks.
Essex Police explained that the youth want to sit here but this is very untidy and also has no light.
I have now taken to get these problems repaired to make sure the youth have some where to go.

Our £1,000

Dispite how other councillors advertise the spending of the money given from the council it does not mean that we are all not doing our bit.

My £1,000 was spent on some schools within the area.

I am sure with the projects set out by the schools the children of Staple tye will reap the rewards for this.

On a sad note
I did contact St James and gave them a time limit to come back to me with a project to spend there money on.
They did not do this hence two schools money went up by £100.00

Out and about


Staple Tye conservatives have again been out and about today which was warmer than we all thought.
Thank you to the residents that took the time to chat to us as always its very nice to see you all.
I was disgusted at the amount of rubbish within Lower Meadow and have already sent communication to Harlow Council to make sure this gets cleared.
The same again in Longbanks and I have asked for an on site meeting to provide the residents with ways of dealing with this.

Frederick Forsyth Guests at Conservatives’ Annual Dinner



One of the world’s greatest living authors, Frederick Forsyth, was guest of honour at Harlow Conservatives’ Churchillian Dinner last Thursday night. The annual dinner is organised by the Harlow Conservative Association’s Ladies Committee, under Chairman Mrs Pam Norton, in honour of former Conservative Prime Minister, Sir Winston Churchill, who was Harlow’s Member of Parliament in the days when Harlow was part of the Epping Constituency.



The dinner took place at the Churchgate Hotel, Old Harlow and was packed with 100 guests from several Conservative Associations as well as Harlow’s, and included Harlow’s Member of the European Parliament Geoffrey VanOrden. One of the main events of the evening was the presentation of the Vincent Dunn Trophy for Campaigning, which went to Councillor Lee Dangerfield, who took a Council seat in Staple Tye from the Liberal Democrats in May this year.



Vince Dunn, as he was known, who died from Cancer last year, was a major figure in Harlow over the last 40 years, perhaps best known as landlord of the Marquis of Granby Public House in Old Harlow. He was also a life-long Conservative and supporter of the Harlow Conservative Association and many other aspects of community life across the town, including Old Harlow Cricket Club.



Harlow Conservative Association decided this year to perpetuate his name with a silver trophy to be awarded annually to the member who has done most to campaign.



The guests learned that Frederick Forsyth is not only a legendary author, but has also been an RAF pilot and a journalist and broadcaster of some distinction. He was working for Reuters in the early 1960s and covered the demise of the Macmillan Government, the height of the DeGaulle administration in France and the birth of the Common Market. It is this subject that has occupied his political thought ever since and he spoke with detailed authority of the plot by European federalists to mislead the peoples of Europe, and Britain in particular, in believing in a Single Market, when the real intention has always been a Single Federated State of Europe.



He warned of the incompatibility of the desire on one hand for a Union of Sovereign States and on the other of a Single Sate in a Post-Democratic age with an Oligarchy Government, what he described as a rigged pseudo-democracy of the few, by the few, for the few.



He said he believed Britain, and Prime Minister Gordon Brown, is being coerced by the threat of being ostracised from Europe if he opts for a referendum on the Constitutional Treaty. He said he believes UKIP has no hope of doing anything to change this because of what he describes as the Achievable Political Reality (APR) that they will never come to power, therefore the Conservatives are the only hope to change the destination of Europe.



Afterwards Robert Halfon said, “The Churchillian dinner is our flagship event and each year it is better, due to the tireless work of our Ladies’ Committee. Frederick Forsyth was both entertaining and thought provoking. I certainly share many of his fears about the destination of the European Union and firmly believe we must have a referendum on the new European Constitutional Treaty, which is simply the old Constitution by another name.”

Maunds Hatch

A few weeks ago I along with one other met Harlow Council with regards to the Maunds Hatch Project.
It seems that we are no further forward than we were a few months ago and I now have real concerns over this project

Trees in Woodhill

While out and about in Woodhill residents spoke about problems with light in there back gardens.
Please do not wrry we are not about to ask for the trees to be cut down Staple Tye Conservatives want trees and also want more planted.
We are just asking that they are looked after correctly.

Aylett's field,Briars and Copsehall close

After a short time of waiting I managed to have an on site meeting with the Chief Executive of Harlow Council.
Much was spoken about including lighting,planters,paths car ports and also hedges.
Kier were also present and Harlow Council accepted works needs to be done.

Hedges are becoming a real problem again here in Staple Tye.
My phone continues to ring on this subject after being told this would be dealt with.
I am now producing a list to submit to the council to make sure they ALL get cut back.

Out and About

Along with lots I said during my campaign I did state that I would get out and about when we don't have an election.
We have now started this and will continue to do so as much as we can so that I can meet as many of you as possible.

A Big Girls Blouse

Brown Bottles it.



So, Gordon Brown has bottled out of his intention to cash in on the Brown Bounce. Unfortunately his bounce went flat at the first encounter with David Cameron. No contest then?



We’re told he almost did it but, unlike the famous beer once brewed in Essex’s Romford Brewery, Mann’s Brown Ale, he was not Man enough to sup with the Conservatives. Or, as Boris would have it, he’s wimped out, changed into his Big Girl’s Blouse and backed down.



What a shame. We really wanted to give him a drubbing and get it over with. Now it looks as though he has run for cover and is going to put the nation to task for another excruciating year or two while he bleeds us dry. Well Gordon, to quote American boxer Joe Louis, a real man, “You can run, but you can’t hide!”



The losers of course, will be the nation, as Brown’s government slides into more and more debt, while law and order continues out of control, while family breakdown inflicts more misery on those least able to cope and towns like Harlow become swamped by more and more housing of greater and greater density.



We will be there next spring, next summer, next autumn, and the year after, and the year after that, while he clings on to the last days of power like some bunkered dictator. We are ready, anytime, Mr Brown.

Dominic Grieve comes to Town

Shadow Attorney General Dominic Grieve made a visit to Staple Tye yesterday and while here had a tour of Long Banks.
He met up with Staple Tye caseworker Dave kirton who along with myself,my wife and children showed him some of the problems residents of Long Banks are facing.
After the tour Dave said
"Dominic is a good man and I was pleased he was able to visit Staple Tye I have asked for all of our concerns to be taken back to David Cameron"
Robert Halfon said
" I am so pleased Dominic could come to Harlow he is an incredible man this was not only a visit to speak to all our members at a dinner but also a fact finding misson for him to take back to London"

Heard it all before Gordon

GORDON BROWN CANNOT BE THE
CHANGE THE COUNTRY NEEDS
Yesterday, Gordon Brown gave his first speech to the Labour Party conference as Prime Minister and Leader of the Labour Party.
Key Message

· This was a deeply uninspiring speech which gave no real indication of how Gordon Brown
would tackle the challenges facing Britain today. Instead, all we got was a shopping list of
reheated ideas and re-announcements. That’s not surprising given that he has been at the
centre of all the big mistakes made by this Labour government over the last ten years and that
is why he cannot be the change the country needs.
Brown’s Reheated Speech
· PERSONALISED NHS announced three years ago. Yesterday, Gordon Brown pledged an
NHS that is ‘accessible to all and personal to all’. But he first announced this three years ago
(Speech to the Social Market Foundation, 18 May 2004 and Pre-Budget Report 2004). His
record shows that he has resisted NHS freedom, ending the operational independence of the
NHS and GP control over budgets.
· MORE COMPETITIVE SPORT announced at least six times before. Gordon Brown
pledged that youngsters would get five hours of sport a week. Yet Brown and the Government
have already announced plans for more competitive sports in schools at least six times
(DCMS Press Releases, 11 January 2001, 21 May 2003, 9 September 2005; Daily Mail, 25
October 2006; The Times, 12 February 2007; Downing Street press release, 13 July 2007).
The small print shows that, as a result of Brown’s raid on the Lottery, the amount of money
going to grassroots sport from the Lottery has been cut from £397m in 1998 to £209m last
year (Hansard, 23 May 2006, Col. 1643WA and 25 June 2007, Col.49 WA).

· DORMANT BANK ACCOUNTS TO FUND YOUTH CENTRES announced at least four
times before. Gordon Brown said yesterday: ‘We will use unclaimed assets in dormant bank
accounts to build new youth centres, and we will invest over £670 million pounds so that in
every community there are places for young people to go’. He has already announced this
four times (Pre-Budget Report, 5 December 2005; Budget Speech, 22 March 2006; Speech
on the Legislative Programme, 11 July 2007; and Department for Children, Schools and
Families Press Release with Gordon Brown, 26 July 2007).

· ECO -TOWNS announced four times before. Gordon Brown promised: ‘For the first time in
nearly half a century we will show the imagination to build new towns - eco-towns with low
and zero-carbon homes. And today, because of the responses we have received, we are
announcing that instead of just five new eco-towns we will now aim for ten - building
thousands of new homes in every region of the country’. But he and the Government have
already announced this on four previous occasions (Communities and Local Government
News Release 2006/0010, 17 May 2006; Gordon Brown, Leadership acceptance speech, 24
June 2007; Legislative Programme speech, 11 July 2007; and DCLG, Homes for the future,
July 2007, pp. 26, 27). The Government pledged to build seven new eco-towns between 1997
and 2001 - then called Millennium Communities. Brown’s Housing Minister, Yvette Cooper,
has admitted that just one in ten of these planned new eco-homes have actually been built
(Hansard, 20 March 2007, Col. 820WA).

· MEDICAL RESEARCH announced three times before. Brown promised £15 billion for
medical research over ten years. But he has already announced similar funding on three
previous occasions (Budget speech, 17 March 2004; Hansard, 22 March 2006, Col. 290; and
Pre-Budget Report, 6 December 2006).

· FAMILY-FRIENDLY OPENING HOURS FOR GP SURGERIES announced three times
before. Gordon Brown said yesterday: ‘And so we will make GP hours more friendly to
families, open up opportunities to see a GP near your place of work as well as your home’.
This has already been announced three times (Our Health, Our Care, Our Say, 30 January
2006; Daily Telegraph, 15 May 2007; Leadership acceptance speech, 24 June 2007). The
small print reveals that it was Gordon Brown, as Chancellor of the Exchequer, who signed off
the new General Medical Services (GMS) contract in 2003-04 (Hansard, 15 May 2007, Col.
728WA) – which allowed GPs to opt out of providing cover before 8am and before 6.30pm.
The Government underestimated the cost of the new GP contract by £407 million (Hansard, 5
March 2007, Col. 1680WA).

· HOSPITAL MATRONS announced before. Gordon Brown said yesterday: ‘We will more
than double the number of hospital matrons to 5,000. This was announced in the NHS Plan,
published in July 2000. The small print reveals that by 2006 there were still only 1,982
‘modern matrons’ in the NHS (Hansard, 21 May 2007, Col. 1134WA).
· FAST-TRACK TREATMENT FOR CANCER announced before. Gordon Brown said
yesterday: We will ‘treat every suspected breast cancer as urgent and guarantee your
consultant can fast track you’. This was announced by Tony Blair in his speech to the Labour
Party Conference in 2000. The small print reveals that Labour’s much-vaunted 18-week
waiting time target excludes all treatments provided after the first treatment patients receive
in hospital. It excludes any follow–up radiotherapy or chemotherapy which is so essential to
treating cancer.

· CANCER SCREENING announced before. Gordon Brown said yesterday: ‘We will now
extend the ages for breast cancer screening by six years’. This was announced by Tony Blair
in his speech to the Labour Party Conference in 2000.

· CARBON LIMITS announced twice before. Yesterday, Brown pledged to make Britain the
first country in the world to write into law binding carbon limits. He has announced this
twice previously (Labour Party Website, 31 October 2006; Speech to the Green Alliance, 12
March 2007). UK Carbon emissions have risen since 1997, from 549 million tonnes to 561.5
million tonnes in 2005 (DEFRA, Statistical Release, 31 January 2007).

· 12 MONTHS MATERNITY LEAVE announced six times before. Gordon Brown said
yesterday: ‘It is right this year to raise it to nine months for all mothers on the road to 12
months paid maternity leave’. He and the Government have announced this on at least six
previous occasions (The Times, 3 December 2004; Tony Blair, BBC R4, Woman's Hour, 28
February 2005; GMTV, 27 February 2005; Budget 2005; Alan Johnson, DTI Press Release,
19 October 2005; Work and Families Act 2006, paragraph; and Budget 2007).

· BRITISH JOBS FOR BRITISH WORKERS announced three times before. Gordon Brown
pledged ‘British jobs for British workers’. He has previously announced this on three
occasions (Speech to the Labour Conference, 2006; Speech to the GMB Union, 5 June 2007;
and Speech to the TUC, 10 September 2007). But it is impossible under EU Law and, in fact,
over 60 per cent of employment growth results from foreign workers moving to the UK.
(Hansard, 18 July 2007, Col 442W).


AN ELECTED HOUSE OF LORDS announced before but then put on ice. Gordon Brown
again promised an elected House of Lords. He announced this in July (Ministry of Justice,
The Governance of Britain, p. 42), but it was put on ice by Jack Straw, who said: ‘I hope to
be able to publish a further White Paper around the turn of the year setting out where we have
got to in the cross-party talks… Our intention through the work of the cross-party group is to
formulate a comprehensive reform package that we would put to the electorate as a manifesto
commitment at the next general election and which hopefully the other main parties would
include in their manifestoes.’ (Hansard, 19 July 2007, col. 450, emphasis added).

· CHILD POVERTY rising despite Brown’s repeated announcements. Brown said yesterday
that the Pre-Budget Report would include new measures to meet his goal of abolishing child
poverty. But in 2003 Gordon Brown announced a review of new measures for tackling child
poverty (Budget speech, 9 April 2003) and new figures show that child poverty rose by
100,000 last year (DWP, Households Below Average Incomes, 2005-06).

· EVERY CHILD A READER announced twice before. Yesterday, Gordon Brown promised
an extension of the Every Child a Reader programme to 300,000 pupils by 2010-11. He has
announced this on two previous occasions (Pre-Budget Report 2006, Budget 2007) yet almost
half of 11-year olds cannot read, write and add up properly (National Curriculum
Assessments at Key Stage 2 in England, 2007 (Provisional), DCSF, 7 August 2007).

· RAISING SCHOOL LEAVING AGE announced before. Yesterday, Gordon Brown said:
‘Instead of education from 5 to 16, we will be offering free universal education to every child
– from nursery school at 3 to advanced studies or training right up to 18’. He previously
promised this as far back as 1996 and again in 2005 (Labour Party Press Release, 20
September 1996; and Labour Party Press Conference, 11 April 2005).

· HOME OWNERSHIP – pledges repeated year after year. Yesterday, Gordon Brown said that
he would build millions of new homes and help people get onto the housing ladder. The
Government has promised this over and over again (Gordon Brown, Labour Party
Conference speech, 3 October 1994; Gordon Brown, Hermes Database: Government and
Local Councils Face Future Together, 10 July 1998; Response to Barker Review, HM
Treasury, 5 December 2005; Communities and Local Government News Release 2006/0010,
17 May 2006; Legislative Programme Statement, 11 July 2007). However, home ownership
is now falling, for the first time since records began. Total owner occupation fell from
14,646,000 in 2005 to 14,621,000 in 2006 (DCLG, Live Tables, S101: Trends in Tenure, as of
March 2007).

· RESTORING THE EARNINGS LINK TO THE STATE PENSION – announced over a year
ago. Gordon Brown said yesterday ‘And to honour those who raised us, I can affirm our
commitment to restore the link between the Basic State Pension and earnings’. This was first
announced by John Hutton in a statement to Parliament in May 2006. But Brown’s stealth tax
raid on pension funds will cost British pensions £100 billion (The Sunday Telegraph, 15
October 2006). And under Brown, nearly half of all pensioners– around 45 per cent in 2004-
05 - are subject to means testing (Projections of Pension Credit Entitlement, DWP, 2006).

Risdens Reidents want a Decent Place To Live

Risdens residents have contacted me with regards to the school children using the estate as a chill out zone.
This you might say is not a problem!
The problem is that the children are throwing litter,damaging fencing and in some cases affecting peoples quality of life.
I have already wrote to the school concerned and have also spoken with Essex Police who have said they will partol there at lunch times

Travellers On Rye Hill Park

On Monday 24th September a large number of travellers arrived at Rye Hill Park (Behind Berecroft)
Today 25th September Harlow Council issued them with a section 61 which means they have 24 hours to vacate the land.
If they have not moved from this area by 12.00 Noon on 26th September further action will be taken.

New Recycling Bins Are On Their Way

New bins are set to be delivered to some of the flat blocks in both Longbanks and also Peterswood.
I was concerned that some residents were unable to recycle due to the bins not being put into place.
Harlow council officers were very fast in the way they responded to my request and these bins should be with residents shortly.

Berecroft Starts to be repaired


After a lot of meetings,emails and also telephone calls it seems that some of the repairs in Berecroft are at last being done.

I have continued to be in close contact with South Anglia housing calling on them to act quickly in dealing with the problems that arise from this estate.

This now seems to be working but I will continue to make sure that all repairs are undertaken as quickly as possible.

Let's Clean up this ward


I have today again asked the Lib/Lab administration to put some real effort into cleaning up some of these estates.
I have recently done a series of walk abouts within the ward and some of the estates are in an awful mess.

The old 3 Hills dispite a recent clean up again needs doing and also the estate of Longbanks.
Over grown hedges are becoming a real problem for the residents and this is adding to some of the problems.
These areas really do need a good clean and this needs to be followed up with enforcement action if the case may be.
As residents of Staple tye you all have the right to a Decent Place To Live

After complaints from residents and me it seems that the drain around the area of 160 Longbanks is still leaking.
I telephoned Keir last night for them to tell me this was the water board but the problem has still not been resolved.
I am in the process of making contact with the water board to make sure that they intend to deal with this problem ASAP

Dear Staple Tye Resident,
My name is Dave Kirton and I am the new caseworker for the
Conservative party in Staple Tye. I have lived in Harlow since 1952.
I am married to Denise and have lived in Longbanks since 1999.
Recently I took the post to become a voice for the area in which I live and have already started raising residents concerns.

I am a firm believer in feedback; there is nothing worse than putting
forward concerns and then not hearing about any progress. People
become very frustrated and disillusioned with a lack of information. It does not always have to be positive news, just that matters are being investigated.

Items that concern me are Environmental crime, Housing, Our Green wedge and of course our
children and the lack of facilities for them.
Staple Tye, although well established, is undergoing some considerable changes. One thing that
people find hard to accept is change; eg some services are leaving the area, some are relocating and
some new ones are arriving. How many are aware of these changes? This is the type of information
that local residents need to know and I am determined not only to give you this information but also speak on your behalf.
